Kampala

The Anti-Corruption Unit of State House, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned Twinomujuni Nathan, Secretary of the Uganda Liberal Teachers’ Union Members SACCO, before the Buganda Road Chief Magistrates Court on charges of obtaining money by false pretence and conspiracy to defraud. Twinomujuni was charged in connection with the misappropriation of UGX 1.35 billion, part of a larger scandal involving billions meant to improve the welfare of teachers. He was remanded until September 3, 2025.

He joins two other accused persons: Mutesasira Evans Kaganizo, Chairperson of the SACCO, and Esiingwa Hassan Maganda, a businessman and director of Hansem Technical Services Limited. The three are accused of misappropriating over UGX 3.6 billion, part of the UGX 20 billion grant extended by President Yoweri Museveni to Teachers’ SACCOs. According to prosecution, upon receipt of the funds, the SACCO leaders embarked on questionable transactions including: Purchase of land in Kiira Municipality at UGX 1.3 billion, Purchase of 500 acres of unidentified land in Kabwoya, Kyangwali Sub-county, Kikuube District at UGX 2.75 billion from Hansem Technical Services and purchase of motor vehicles worth over UGX 250 million

Investigations revealed that an installment of UGX 1.35 billion, part of the UGX 2.75 billion for the alleged Kabwoya land, was wired to the account of Hassan Maganda on December 16, 2024. The case adds to a growing list of financial scandals surrounding teacher cooperatives, raising concerns about accountability and the management of public funds intended to improve livelihoods.
