The Butaleja Magistrates Court has convicted and sentenced former Parish Chief Mulogo Juma after he pleaded guilty to using a forged academic transcript to secure government employment.
Through a plea bargain, Mulogo Juma was found guilty of obtaining employment by false pretence. He was sentenced to pay a fine of UGX 1 million and barred from holding any public or government office for the next five years.

Court heard that Mulogo Juma used a forged Diploma in Public Administration and Management to secure his appointment as Parish Chief of Muyagu Parish in Butaleja District in 2021.
As part of the plea agreement, the former Parish Chief has refunded UGX 3,690,000 — part of the salary he irregularly earned — which was deposited into the Butaleja District Local Government account.

The case highlights ongoing efforts by authorities to crack down on forgery and abuse of office in public service recruitment. Speaking after the ruling, district officials welcomed the outcome, describing it as a deterrent to others who might attempt to defraud the government through fake qualifications.

Mulogo Juma is required to clear the UGX 1 million fine within the period stipulated by the court, failing which he may face additional penalties.
This conviction adds to a series of cases in recent years where public servants have been held accountable for presenting falsified documents to gain employment in local governments across Uganda.

The Butaleja District Local Government is expected to review its internal verification processes to prevent similar occurrences in the future.
