KAMPALA
Kampala Capital City Authority (KCCA) has requested UGX6.018 billion to raise the daily pay of street cleaners from UGX6,000 to UGX10,000, in a bid to improve sanitation in the city.
The request was made by KCCA Executive Director Sharif Buzeki while appearing before Parliament’s Committee on Presidential Affairs on Monday, January 20, 2026, to present the Authority’s 2026/27 National Budget Framework Paper.
Documents submitted to the committee show that KCCA’s total budget will rise from UGX950 billion in 2025/26 to UGX1.1 trillion in 2026/27. Of this amount, UGX12.983 billion has been allocated for street cleaners’ salaries.
Buzeki said the current allocation is insufficient to cater for the recruitment of additional cleaners and the proposed wage increment. “The current budget does not allow us to hire more cleaners or raise their pay to a fair level. This additional UGX6.018 billion will enable us to increase wages from UGX6,000 to UGX10,000 per day and improve sanitation across the city,” he told MPs.
He added that increasing wages and staff numbers would strengthen KCCA’s efforts to keep Kampala clean and enhance service delivery to residents.
